L’Etat du Sénégal a mis un ensemble de dispositif qui se fixe comme objectif d’améliorer le financement des collectivités territoriales (CT) et de relever leur performance dans la gestion des investissements publics locaux.
L’Etat cherche à soutenir les réformes structurelles des transferts financiers de l’Etat vers les CT et des réformes fiscales majeures nécessaires pour permettre à l’ensemble des collectivités territoriales d’investir dans la réalisation d’infrastructures pour promouvoir le développement local et renforcer la fourniture des services sociaux de base.
L’un de ses programmes phare est le PACASEN. Ce programme a fixé des conditionnalités et des indicateurs de performance des collectivités territoriales qui, une fois atteints, permettront de dégager des fonds d’équipement conséquents.
Cette approche de satisfaire aux différents critères de performance repose sur le renforcement des capacités des élus et agents de la commune pour une meilleure maîtrise de son assiette fiscale, parafiscale et accroitre ses recettes.
Au-delà, de ces considérations, la commune a besoin d’avoir une vision globale de ses compétences en matière de mobilisation des ressources pour la réalisation de projets structurants.
La première ressource d’une collectivité locale, c’est l’impôt. Une collectivité ne saurait vivre d’endettement ou de l’appui de l’Etat au transfert de fonds pour asseoir une politique de développement ou compter sur les financements étrangers, alors que des capacités de mobilisation de recettes intérieures sont négligées et laissées en rade.
